YOUR telegram No. 992 of 7th December, 1918. Can you explain motive of Chinese Government's request ? India Office point out that no formal declaration is necessary to complete performance by Government of India of their side of 1911 Agreement. On the other hand, recent reports of recrudescence of opium cultivation in China calls into question fulfilment by Chinese Government of their obligations, and it seems undesirable to take any action which might debar us from making representations to them based on the agreement.
India Office are therefore inclined to think that there are strong reasons for not acceding to request.
